If I use WINS, I have to have a static WINS server at a fixed address.  It
would take some readjustment to guarantee that.

This is a mixed network.  The TCP part generally has 20 fixed addresses and
a pool of 100 addresses served by the DHCP in a SOHO router.  There are
rarely more than 20 machines hot at one time, unless some idiot plugs in an
Airport in some remote corner.
