From a non-technical point of view. "Region" is more of a "point of
reference" than anything. The Node number is "Zone:Net/Node.Point, not
"Zone:Region/Net/Node.Point :)

The St. Louis format lists in an order that divide the Nodelist into
Regions as a reference and division. With the St. Louis format, there
could be several "Net100"s in different Regions and/or Regions in
Zones. 

A new format should have an "order" and that "order", if adopted,
would be the Hierarchy. IE:
1:100/100
1:101/100
and so forth. The simple act of numerical order is a Hierarchy. :)

So, if Fidonet is to keep the current Zone Region Net Node hierarchy,
yes, we need that in the new format. If not, then no, we don't need
it.
