Most major bookstores (Barnes & Noble, Borders, BDalton, 
Walden) carry the rule book.  If you can't find it there
it is published by The Sporting News.
 
The cost is under five bucks. 
 
Brings to mind an incident discussed in here..
A little league umpire was trying to argue a
point but conceded he didn't carry his rule book -
in fact, he didn't even own one!  Which puts 
him in violation of the "general instructions
to umpires" - which specifically say "CARRY
YOUR RULE BOOK."
