Except that they don't. What they /do/ tend to say is that when the rich 
and powerful have screwed up the system and tilted the playing field, a 
free government is the last hope of free men for justice without war.

Branch Rickey (and good for him!) freed a handful of black Americans. 
LBJ and (by an astounding historic irony) a Democratic Congress freed 
millions.

(This is, of course, especially true in the world since Dodge v Ford, 
which has made corporate greed a legal and moral duty.)
