That is a definate good view to take on it.

On the RC issues, Z6 has 10 RC slots reserved for it.  Logically, 5 would
go to ¨previous R50 area (even if Moscow and west of that stayed Z2).

In hypotheical terms it's doable but the ZC would have to understand
nodelist ¨issues and be able to 'say no' when politics got out of hand
trying to creat 25 ¨RC's or something silly like that.
