Permissions?  Does outlook store all its folders in one file or in many? 
From memory (I don't use Oulook) it was only one ",pst" file. 
This said, I don't know about newer versions - if it stored each mailbox in
a seperate folder on the HDD then you should check the permissions for the
Outbox.

Also, have you tried deleting the ".pst" file (backig it up
first), letting Outlook recreate it, and then importing all the mail from
your backed up file?
