I'm not much of a documentation-writer, but I've tried to describe the
format I'm proposing.  If people think they can rewrite a paragraph here
and there so it makes more sense, or some changes in the file format, do so
and send me the changes. 

I'd like to avoid getting into an unproductive HR vs XML vs CSV argument
though.  At the end of the day the formats should be all translatable and
interchangable anyway.  And if you really want to have an XML (or some
other format) nodelist, write a spec for it, and proof-of-concept code!

I've hacked together some example proof-of-concept code to translate the
FTS-5 nodelist to HR format, and the resultant file back to FTS-5 format
(minus the original comments and CRC).  It's public domain, written in C
and is at

http://blizzard.dnsalias.org/fidonet/nodelist/

From there you can also download Win32 binaries and a copy of a sample HR
format nodelist (a 400K zip file).
