Yes, that was a query we had in Z6.  Li wanted to create 5-6 regions or at
the ¨minimum, 1 for Alex and Vladimir?  Anatoli refused to do it.  This was
back ¨before I came to take over.  I can look up the date but will be
around Xmas ¨time 2004 roughly, give or take a few months.

Same here.  One of those early talks in the Z6 sysop echo was me explaining
to ¨(I think it was Vladimir) that we couldnt make some 10 or 15 RC slots. 
The ¨number jumped around and was normally the upper end or even higher. 
He didnt ¨understand nodelist structure well enough with the numbering
system.

Yup.  Without more information (which you do not have anymore than I do) it
was ¨a dead issue.
