Mark, never prepend the country code to the 000- spec. It breaks
everything ¨the 000- spec is about.
POTS only nodes should be using a dial translation to remove or redirect
any ¨000-* entry to either not dial or dial something locally harmless.
Adding by pre-pending the country code makes a mess of that.
