Borg have transwarp conduits.
The second Federation starship in the Delta Quadrant is USS Voyager, the 
first was USS Enterprise, who pursued Borg into the Delta Quadrant.
Borg ships have outpaced the Enterprise, and Voyager's top speed.
Lots of things are faster than Starfleet's ships.
