I see you have got the answer for adding an IP (I have been outside
painting a wall...). Anyway, for the record, here is the syntax to set the
first IP address (on one line):

netsh interface ip set address "Local Area Connection"
  static    

The  and  parameters are optional. Note that
"static" is required (as opposed to "dhcp").

The syntax you quoted (from Rich) for adding an IP is correct. Easy to put
the data in a text file and read it with for:

for /f "eol=; tokens=1,2 delims=," %%i in (ip.csv) do call :AddIp
%%i %%j goto :eof
:AddIp
netsh interface ip add address "Local Area Connection" %1 %2

The tricky part is that you need to know the name of the interface. One way
to see this is (reeds RRAS enabled):

netsh interface ip show ipaddress
