An update to Win98 will update the OS only - it depends how you go about
it. You Can is probably assuming you're going to do a wipe and reinstall
and therefore not have any apps loaded when you first boot Win98 (because
you wiped your drive first).  The "MS Updates" are things like
security updates and hotfixes for Windows.
