i, too, want to agree... however, the problem is where to draw the dividing
line... then the problem is how to get those within the new Z6 boundaries
to actually move without leaving the network...

there are other possible problems that may crop up, too... one, recently
mentioned, is the formation of many regions so as to override other regions
and push thru certain things that the RCs are required to handle... now,
whether this is actally what would happen or not is another matter
altogether... that would highly depend on who the Z6C is and what they do
to organize their zone...

if it were me, i'd possibly try to do like Z1 did and group states together
in regions and go from there... even if the states in russia are so big
they are like texas or larger, that would be just a few regions and not a
conversion of current nets to regions...
