FixPack 16 was recalled for review by IBM, with the statement that it would
be re-released after some concerns were addressed.  And no, you should
always observe good programming practice.  FixPack 12 and later do not
"fix" the problem, but simply allow the user to kill an offending
program without rebooting the whole computer.  Besides, why would you want
to write OS/2 software that deliberately requires the user to install a
FixPack?  The market is small enough as it is, so why irritate those who do
exist?
