Twenty years ago, extreme limitations were imposed on automatic diallers.
Such as that they should not retry more than three times, etc, ect. If it
didn't pass the strict tests, it didn't get the blue sticker of approval
and was not allowed to appear on the market. (And didn't). Not long before
that, they were simply forbidden. Period. The first fidonet nodes here that
dialled out automatically were illegal.

When I designed stuff like that twenty years ago, I made it reset to
something invalid like FF in case of a crash. And of course use that as an
indicator to not attempt to dial....
