Not sure your on the same page here.  :)

It takes up to 3 months of testing before your server is allowed to
connect to these networks.  During the testing phase, you submit a list
of your "Proposed" opers, who are then taken to other systems
temporarily and tested as opers.  Those that make it remain on your
list, those who fail, are removed.  Pretty intense actually.

Only those who have passed are allowed.  So... 

Let me just say, its a good process, one I have been through myself
numerous times.  I'm an oper on quite a few different servers throughout
the different networks, besides running a few servers of my own.
