Existing customers might just be buying additional licenses. IBM does show OS/2 1.3 listed at US$830, which does seem a bit excessive. The part numbers are (3.5-inch) 15F7195 and (5.25-inch) 15F7196. The reason many places are using OS/2 1.3 is as a platform for Microsoft LAN Manager.
