I checked, and it may be that I was wrong.  IBM withdrew OS/2 1.3 on 1 Jun
94, so I am not sure that it can even be ordered after that date.  Existing
customers might just be buying additional licenses.

IBM does show OS/2 1.3 listed at US$830, which does seem a bit excessive. 
The part numbers are (3.5-inch) 15F7195 and (5.25-inch) 15F7196.

The reason many places are using OS/2 1.3 is as a platform for Microsoft
LAN Manager.  There is no real upgrade path for LAN Manager, with IBM
encouraging the use of LAN Server and Microsoft encouraging the use of NT
Server.
