I believe I got my copy off of one of the Hobbes OS/2 CD-ROMS; the book 
"BYTE OS/2 Programmer's Cookbook" claims to have it on its CD-ROM under 
filename inf16bit.zip. This produces an INF file that you can access with 
VIEW.EXE. 

You do realize that the Red Book states that the only official method of 
communicating with the console in a command-line OS/2 program is 
stdin/stdout? That is, KEY/MOU/VIO will never be 32-bit and may not even 
function if OS/2 1.x support is dropped in the future?`
