There's a good reason for it.  People don't care as much about stability 
and reliability anymore.  Even with OddNet, we only allow people who 
have been on the network for awhile with a prooven record of stability 
to have server links.  Why?  Because users complain when you see 
netsplits all day long because somebody reboots their system randomly or 
doesn't care enough to make sure the connection is stable.

Granted, not everybody is like that, but there's so many people these 
days who think it's cool to run a server and disappear a month later, or 
who pop up and down like someone jumping on a trampoline.  Even worse, 
you get those who want a server just so they can get Oper rights on a 
network and then abuse it.
