Of course one should set the quorum high enough to prevent the scenario I
described but not so high as to block all change.

Such an obvious attempt at manipulation would invalidate any outcome if the
rules are worth the paper they are printed on. (or the harddrive where it
is stored). if it is scuccessful that is. Which is unlikely. If you have to
round up many people, there will invariably leaks and the opposition will
be alarmed. It can be done with 3, 4 perhaps 5 people. If you need to round
up fifty it won't remain a secret. No way.
