DOS or OS/2 allows smaller cluster-sizes, but 'Format' does not give you an option. Long time ago I wrote a program to bypass this limitation. With this program I can modify any volume (on harddisk or diskette) and choose for 1, 2, 3 or any other number of sectors/cluster (of course it does not allow you to exceed the 65500+ number of clusters). And DOS or OS/2 do not complain about this 'odd' partition size (apart from CHKDSK, maybe). So for example a 60 MB partition can have a 1 KB clustersize.
