The text in FTS-0001 is (and all other FTS-xxxx documents are), by
definition of a FidoNet Technical Standard, documenting current practice.
FTS documents don't propose anything - they are intended to document
current practice. In its first paragraph, FTS-0001.016 explicitly states
that, "FidoNet nodes are expected to adopt and implement this
standard."
FSC documents, on the other hand, do indeed contain proposals. FSCs may or
may not be currently implemented, and may or may not be implemented in the
future.
