Dial translation codes properly setup handle that by prepending the
¨international access code before any 91- entries. Without those though,
it's ¨possible to dial 911 inside the USA if trying to reach New Delhi.
There was a little chatter about it long ago when I was in Z1 and they had
¨nodes in Z6 there. It was considered a non-issue as most folks were used
to ¨blocking 911 from automated validation dialbacks anyways (or at least
had seen ¨the chatter about it enough to understand the concept).
