Unfortunately, those prices/offers don't apply in the GWN :-(

However, Dell does advertise regularly in the Globe and Mail.  Their
Saturday print edition always has two pages of ads and they _occasionally_
have free shipping.  I'll have to check out the G&M's online site
(particularly the business and tech editions) more frequently and look for
the Dell ads.  Maybe ...
