Yes, they can.  OS/2 Warp Version 4 includes the networking functionality 
that formerly was only available in the Warp Connect Version 3 product.
I'm currently running OS/2 Warp 4 on a P5-133, connected peer-to-peer to a 
P5-166MMX running Win95 OSR2.  Both machines have 3Com 3C905 100BaseTX PCI 
network cards, connected with a crossover cable.
A few issues to watch out for:
1.  Make sure that the network card you select is supported by OS/2, or the 
manufacturer supplies a *WORKING* OS/2 driver.  Keep in mind that some 
manufacturers no longer support OS/2. 
2.  Install NETBIOS protocol on the OS/2 machine, and NETBEUI on the Win95 
machine.
3.  Make sure that the OS/2 domain name and Win95 workgroup name are the 
same, and the machine names are different.
4.  Use the same user ID and password on both machines while setting up. 
Later, after you get it working, you can add IDs and change passwords if you 
wish.
