You cannot use the simple interface for NOAA it is AM whereas HF-FAX is in FM
also you ideally need a bandwidth of 40khz or so. The interface is available
in kit form from Perth and just a PC board from Adelaide requires about 13 
IC's
The bearcat would be too narrow in Bandwidth in any case.
