This particular legend can be somewhat true. If your gun has a check
valve leak and you pump fast less seeps out of the valve between pumps.
If you have a tired pump cup it could leak less if pumped rapidly. I'd
say if you get a 70fps difference your gun has got some problems. But it
can act as described and they often do.
