I cannot see a public safety issue in uncovered genitalia. The exposed
genitals are not likely to veer off the road and kill a pedestrian, and if
enough people ran around nude, the shock value would soon wear off and you
wouldn't get rubber-necking driver either.
Anyway, the rules for most clothing are rules based on enforced modesty, not
a personal safety issue.
