  32-bit KBD, VIO, and MOU APIs are part of PowerPC OS/2, and there is a
  beta release of 32-bit VIO for Intel OS/2 somewhere on the DevCon
  CD-ROMs.

  The 32-bit code is there.  I have no idea why it has not yet been
  released for Intel OS/2, although I suspect it is because programmers
  who desire such a thing simply haven't made enough noise in the right
  ears (try the developer support areas on CompuServe, or the IBM CFORA).
