But the answer to your question as to why they don't list Win 3.1 as an 
operating system, simple. 
It's no longer made!!!
Your not being mislead, but if a setup is no longer available they are not 
going to advertise it.
Besides, ANYTHING!!! that is Win 95 compatible has to be just that, they want 
to sell Win 95, and after this year Win 98, and so forth...
...This copy of ProBoard has been unregistered for 720 days!
