I don't think there is a source package as such but the sources are  
available by anonymous CVS from Andrew Clarke's CVS server:

An anonymous CVS server has been set up for timEd, WIMM, NetMgr and
XMSGAPI.  If you have a command-line CVS client installed you can
retrieve the latest version of the timEd source code using the following
command:

cvs -r -z3 -d:pserver:anoncvs{at}blizzard.dnsalias.org:/cvsroot co timed

For WIMM, NetMgr and XMSGAPI, replace 'timed' with 'wimm', 'netmgr' or
'xmsgapi':

cvs -r -z3 -d:pserver:anoncvs{at}blizzard.dnsalias.org:/cvsroot co wimm
cvs -r -z3 -d:pserver:anoncvs{at}blizzard.dnsalias.org:/cvsroot co netmgr

If you'd like write access to the CVS repository at
blizzard.dnsalias.org to make source code/documentation changes to any

One very important point is that you will need XMSGAPI as well as NetMgr  
and it *must* be compiled before attempting to compile NetMgr.
