The point is that a PID-type line is NOT control information, it is
"vanity" information. It has no relevance to the TECHNICAL
forwarding, routing, and distribution of mail.
To the extent that people WANT to distribution this type of non-control
information, they can continue to use text area of a message to do so.
There is no need that I see for a header sub-block to support data which is
not of interest to the mail processors which use the header sub-blocks.
