If it came to that, fast enough, 5 would be reserved for 'south Asia' use
and 5 ¨would go to 'North Asia and it's neighbor parts that span to
Europe'. if later ¨that turned out not enough, 1st some of the sothern
ones would be turned over, ¨then later, *proper* requests for use of the
unused upper limits would be made ¨to the ZCC by the Z6C.

Then you'd use China, Eastern Seaboard not in China (Korea, Vietnam,
Thialand), ¨India, 'stray catchall' (Hong Kong, Singapore, Indonesia). Of
those, 3 are ¨currently populated in the nodelist.
