Nope.  It is NOT a "Win95 idiosyncracy".   Why is it when something odd 
happens under '95, it _has_ to be the OS's fault?  I don't hear anyone saying 
"I just started using OS/2, and I'm having a problem; is it an 'OS/2 
thing'?", do I? 
Anyway, bet is that your caller hung up before putting in file descriptions.  
I've had a few callers do so (sometimes deliberately, sometimes not), and the 
files are not added to files.bbs, the database, etc.  But they are in the 
directory.
