Technically any nodelist generated by the standing 'IC' is the 'IC'
nodelist ¨but in reality, each ZC generates one for their zone based on
their own inputs ¨and those of the other ZC's.

Z6 is an exception and that predates me.  Z6 generates a segment for all
the ¨other zones to use and then members draw their DIFF files from the
zone they ¨prefer and it's matching list.  The contents will be the same
except some zones ¨'prefilter' as you have seen, so some entries will look
different.  Z1 however ¨uses the raw segment as sent in the international
set.

In Z3, they produce 2 DIFF files, one for internal use (uses new makenl to
¨fullest and is preprocessed at least on the Z2/3 segs) and one for the
rest of ¨us (doesnt use the newest makenl tricks).
