   The answer is that Hugh's virus didn't make him independent, invalidating 
the rest of the question.
   The virus which he was supposed to carry back to the Collective (but 
didn't, because the Enterprise crew refused to infect him) would have killed 
every Borg that it reached.
   Hugh was made independent by being isolated from the Collective and shown 
how to be an individual.
   The only way he could make another Borg independent was by the same 
laborious process of separating it from the Collective and explaining the 
concept slowly and clearly.
   That's why he'd only liberated a small group by the time of "Descent".
