Only in her own mind.

Like members of a U.S. president's cabinet, each zone coordinator
serves only until a new international coordinator is elected.  The
newly elected international coordinator might choose not to appoint
any zone coordinators, allowing those positions to remain unfilled.
Which is the present case today.

In other words -

There is no Zone 1 Coordinator.
There is no Zone 2 Coordinator.
There is no Zone 3 Coordinator.
There is no Zone 4 Coordinator.
There is no Zone 5 Coordinator.
There is no Zone 6 Coordinator.

Of course, you can declare yourself as being Zone 1 Coordinator.  Or
Zone 2 Coordinator.  Or Zone 3, 4, 5, 6, or 7 (yes, there is a Zone 7)
Coordinator.  But that does not mean that anybody (much less a sysop)
will recognize you as being any kind of zone coordinator.

I can do the same, creating my own private elisting.
In fact, I already have.  And that makes me the official
owner/moderator/whateveryouwanttocallit of every echo
in fidonet.  :)
