I think that making helmets mandatory is simpler than outlawing McDonalds. In 
their view increase need for helmets mean more jobs so that it looks good for 
the state. Would you happen to have any statics for example with the increase 
use of helmets head injuries in cycling has been reduced or anything that 
proves helmets to be safer than not wearing one. I only hear of remote cases 
where someone is involved in an accident an a helmet might have prevented 
head injury, but that cannot be proven. 
I have noticed that in professional races there are more riders that are 
wearing helmets in Europe. But that has lots to do with big sponsor dollars 
rather than safety.
