There's an odd problem is the Watcom startup code somewhere that I keep
meaning to get around to finding.  You don't notice it unless you have the
AStrict debugging kernel -- it doesn't even show up with the HStrict
debugging kernel -- but the startup does something that invokes HARDERR. 
The effect of this is a kind of memory leak which lasts for the life of the
process, and it also applies to DLLs.
