This file is generated by a mail editor, containing path/name of JAM area
and mail number of written mail to scan quickly only new mail. After
scanning FMail deletes this file.

 ADM>  Try Miscellaneus -> Message base -> Scan Always -> No
                                                          YES to "scan
always" the whole message areas without using
echomail.bbs/netmail.bbs.

But your problem is another, it seems your mail editor don't set the right
flags to the mail.
