PROCLAMATION
WHEREAS, the men and women of the United States Armed Forces
are trained and dedicated to protecting the security of our
Nation; and
WHEREAS, these men and women have devoted themselves to the
task of protecting our lives and liberty, as United States
citizens; and
WHEREAS, we take inspiration and resolve from the sacrifices
of these brave Americans, who have endured captivity for their
allegiance to our Nation; and
WHEREAS, we admire the courage of the families of those for
whom remain missing or unaccounted; and
WHEREAS, to recognize the special debt of gratitude all
Americans own those who have and will sacrifice their freedom
in the service or our country and to reaffirm our commitment
to their courageous families, the Osceola County Board of
County Commissioners pledges to officially inquire upon any
Osceola County resident whom the United States Government may
classify as a POW/MIA.
NOW THERE, BE IT PROCLAIMED, that we, the Osceola Board of
County Commissioners, proclaim May 13, 1996, as
"POW/MIA DAY"
in Osceola County, Florida, and call upon all County residents
to join in honoring all former American Prisoners of War, those
still missing and their families. We further promise upon
official notification of any Osceola County resident classified
as a United States Military POW/MIA that we, the Board of County
Commissioners of Osceola County, Florida, will officially act,
through our Veteran's Affairs Office, monthly, to ascertain the
POW/MIA's well being and do everything in our power to ensure
their safe return to our midst. Furthermore, Osceola County
will provide an information area for the awareness of the
POW/MIA issue regarding these Osceola County residents.
DONE AND ADOPTED, by the Board of County Commissioners of
Osceola County, Florida at its meeting of the 13th day of
May 1996, A.D.

Other than the date listed, the above proclamation has been adopted by
the County Commissions of both Pasco and Hernando Counties in Florida.
This is an excellent idea as it in effect looks at FUTURE POW/MIA and
obligates the commissions to apply pressure at the outset of a capture/
incident and to continue checking on a monthly basis until there is no
problem. I did this with a simple phone call and have yet to get any
negatives back from anyone. It is a political plus and the commissions
are elected. This can be done by anyone reading this by simply printing
it out as is and giving it to the right person. Maybe the next POW/MIA
will not have to wait 10 years before the shouting starts!
Giving credit where credit is due, I understand that this Proclamation
was iniatiated originally by Jose N. Proenza Sanfiel who would appreciate
hearing from anyone via E Mail that wants to take action or who has

Jose lives in Florida so don't let the phoenix thing throw you off...
So let me close by saying IMHO, this is the best idea I have seen in my
20+ years of wearing a POW/MIA bracelet daily. 20 G.D. years of being
pissed off. Maybe we can save our future brothers this kind of anguish!
