Sure. All you need to do is build RF sections for each of those frequency
ranges, create detectors for SSB, AM, TV FM audio and WFM audio as used on
the FM band and modify the PLL frequency synthesizer that forms the first
local oscillator.
If you don't know what that means, you are in way over your head. If you do
know what that means you will realize that it is a tremendously difficult job
that requires an experienced RF technician to accomplish. It would also
result in a scanner the size of the old "general coverage" shortwave
receivers from the '50s.
Frankly, it would be much less expensive to buy a scanner/receiver that is
built to cover all of those ranges.
