        Partially.  but alot of it is due to sysops.  And users..
        A Netowrk Coordinator can't do it all.  If one posts
        he may get traffic but its up to the nodes and users
        to help out and post as well.  If one sits back expecting
        mail to magically appear without helping then they are
        just naive.  Can't get traffic if one doesn't post :)
        Simply put.
