subject: Legality of Commandeering cars

Okay. I've seen this for years in cop movies, and what not. I've asked
several people that are in the legal community, but hadn't asked any
LEO's about this.
Is it legal to stop a car and commandeer it for police use?
Like in U.S. Marshalls, Tommy Lee Jones runs onto a New York Street,
shows his badge, kicks the owner of the car out of it and takes off.
Is this legal? If so, it would seem a bit odd to be so. Also, have
there been lawsuits about this?
Just seeking some answers, and figured this was the best place to go!
