In that case if apathy is that high, we cant move them at all.  We'd lose
most ¨of them.

Over 15 years, believe me the chatter has been about all sorts of topics

No, those 2 cases I have in mind were excommed by NC's in R50 ad upheld by
¨RC50.  Ward had nothing to do with them.
