Can anyone tell me the legal position in the UK about owning and using  a 
radio
scanner?
A friend of mine has a hand held 2m amteur transciever but he can modify it

transmit on other frequencies.  As he works part time for a mini bus company 
can
he use his adapted transciever on his works frequency legally or not.
Any advice on scanners etc is welcome.  I am only wanting UK law.
