I guarantee it exists as I personally own two copies of BC 3.1.
Borland C++             3.0     11-11-91 03:00          My copy
Borland C++             3.0     01-02-92 03:00 (patch)  My copy
Borland C++             3.1     06-10-92 03:10          My copy

Speaking for Borland products, the last of the (dos) IDEs were in
the Borland C++ 3.x series. When Borland C++ 4.0 came out it had
a (gui) IDE for Windows 3.x. Your only choices with BC 4.xx
series or newer is to use the Windows (gui) IDE or compile from
the DOS command line. Not as much fun as the DOS IDE. ;^)
BTW: DOS executables can still be produced, even in Borland C++
5.x.

Can't help you there. I'm pretty much a Borland fan. :-)
