If the government can control what type of "hat" you wear on your head, why 
not let the government control what type of food you put into your body?  
After all, it's for your own good.  And the results of personal negligence 
may cost the government some money if you become ill.

Perhaps the government will decide that all riders will be safe once they are 
protected by 4 walls and a roof.... they can just as easily ban bicycles in 
the out of doors.  Let people ride stationary bikes, because it's not 
transportation, it's just a recreational activity, a sport.
 
Personally, I prefer the government to confine it's safety regulations to 
those circumstances in which I may cause harm to another.  I do not wish the 
government to decide how safely I must treat my own body.  My body belongs to 
me, not to the government, and that includes my head.
