No. It can also send mail out in 2D format, provided that you tell it to

MAXs is capable of performing to most Fido standards including this...
where MAXs is broken is in Netmail handling.
It's also capable of performing to other, non-fido standards. The fact
that he's using non-fido standards on a fido type network only indicates
misconfiguration, not "broken SW"
