That's not even relevent.  The constitution doesn't necessarily allow for a 
library, fire department or medicaide but we have them anyway.  It also was 
designed to allow enough individual freedom that we wouldn't be intrusively 
rounded up and stuffed in boxes for growing orchids or choosing a different 
plant to grow, but they do that too.
